Euregio im Kontext von Alpen-Adria – Universität Klagenfurt

Erwartungen, Zusammenhänge und Hindernisse
Europäisches Symposium an der Universität Klagenfurt am 29. und 30. 9. 2005, z-129 (Oman-Saal)

Ostöffnung und Mitgliedschaft in der Europäischen Union sind für die Gesellschaften zwischen Alpen und Adria mit Chancen und Risiko verbunden. Ein besonderes Thema ist in diesem Zusammenhang die Frage der grenzüberschreitenden Kooperation („cross-border cooperation“). Vieles hat sich dabei in den letzten Jahrzehnten entwickelt, vieles ist aber auch noch offen und fragwürdig. Das gilt sowohl für Organisationsformen als auch die entsprechenden gesellschaftlichen Orientierungen. Eindruck: Zugenommen haben vor allem die zwischenstaatlichen Wirtschaftsbeziehungen. In Kultur, Politik und Sozialem ist die Entwicklung weniger sichtbar. Es könnte auch sein, dass sie stagniert oder sogar nach unten dreht. Kann die wirtschaftliche Entwicklung davon unberührt bleiben?

Das Symposion wird den skizzierten Sachverhalt in einen weiteren gesellschaftlichen und theoretischen Rahmen stellen. Die seit dem Zusammenbruch des Sowjetsystems (Stichwort: „Eisener Vorhang“) in Richtung „Europäischer Union“ (EU) strebende „Europäische Wirtschaftsgemeinschaft“ soll dafür den Hintergrund abgeben. Auf dem Wege von der „Gemeinschaft“ zur „Union“ produziert die EU immer mehr Instrumente zur grenzüberschreitenden Strukturbildung. Die Beiträge zum Symposion sollen einerseits die Hintergründe dieser Entwicklung ausleuchten (Impulsreferate) und anderseits eine Bestandsaufnahme der Situation im Alpen-Adria Raum leisten (Spezialbeiträge).

Das öffentlich zugängliche Symposium ist Teil einer Kooperation zwischen der Alpen-Adria Universität Klagenfurt und der Universität Triest im Rahmen des International University Institutes for European Studies, indem für die in Entwicklung begriffenen gemeinsamen Programme MA in “Methods of European Policy Making” und PhD “Transborder Policies for the Daily Life” eine wissenschaftliche Lernumgebung geboten wird.

Symposium: Euroregion in the Alps-Adriatic Context – Expectations, Arrangements and Obstacles.

‘Opening of the East’, transformation of the communist countries and membership in the European Union produce new opportunities but also new risks for the societies in the Alps-Adriatic region. A special topic in this context is cross-border cooperation. A lot has developed in the last decades in this respect, but many questions are still open or remain ambiguous. This is true for organizational paradigms as well as for social orientations. Impression: Expansion took place first of all in the cross-border economy. In the fields of culture, politics and social relations much less development is visible. Here, stagnation and even decrease is imaginable. Can economic developments remain untouched from such developments?

The symposium intends to discuss this broadly outlined situation in a wider societal context. For this, sociological theories concerning regional (trans-national) integration will provide a theoretical perspective (“Theory of Europe”)*. On its way from an “economic community” to a “union” in the aftermath of the breakdown of the Soviet system (cue: Iron Curtain) the European Union (EU) has produced numerous instruments for cross-border cooperation. The contributions to the symposium should on the one hand explain and interpret the background of this development (theoretical papers on regional integration) and on the other hand provide information about the current situation and future perspectives in the Alps-Adriatic region (special contributions).

This symposium is part of a cooperation between the Alps-Adriatic University of Klagenfurt and the University of Trieste in the frame of the International University Institute for European Studies as the purpose of the symposium is amongst others to provide a scientific training environment for graduate students from the Joint Study MA in “Methods of European Policy Making” and the programme PhD “Transborder Policies for the Daily Life”.
